Schedule 1:  South 24th Street West Waterline Replacement

Project Overview:

The '24th Street West Water Main Replacement Project' includes the replacement and upsizing of 2,600 feet of water mains on 24th Street West between Central Avenue and Monad Road.  The current 12-inch cast iron water line, originally installed in 1959, is undersized and deteriorating with age.  This project will replace the pipeline, along with numerous side-street and service laterals, and all valves and hydrants along the corridor.  This project will allow the City to better serve their water customers, reduce annual system maintenance costs, convey water more efficiently to other areas of the water distribution system, and sustain a safe and reliable infrastructure.  Construction is expected to start in early June and last about 3 to 3½ months.  Most of the work will occur at night between the hours of 7 PM to 7 AM, which is intended to allow for better traffic flow and business access during the day.  The typical work week will be Sunday night through Friday morning.  The project will be constructed by Western Municipal Construction, who was selected through a competitive bid process.  DOWL is the City's engineering consultant that prepared the design and will be overseeing construction.

May 21, 2017 Update:

Construction is currently scheduled to begin on Sunday night, June 11.  See the attached exhibit for an overview of the upcoming work areas and general project status.  This exhibit will be updated weekly throughout the project duration to indicate construction progress.  Construction will generally involve trenching to install the new water main underneath the center turn lane, various pipeline laterals off the main that cross the northbound and southbound travel lanes, and hydrants located at the edge of the right-of-way.

Most water users affected by this project will be placed on a temporary water system and will see no changes to water service.  The installation of these temporary water systems has already begun, and there will be minor disruptions to traffic flow on side streets and alleys adjacent to the project corridor while this work is being performed.  Certain residential water users near the project area that are not on temporary water may be notified of an interruption to their water service for up to an 8-hour duration.

Once construction begins, traffic on 24th Street West will be reduced to one lane in each direction during night work hours in the immediate vicinity of the work, and then opened up to two lanes of traffic (with limited exceptions) in both directions during the day.  This project will result in side street closures adjacent to 24th Street West at various times.  Business access along the project corridor will be maintained throughout the project duration, although there may be times when only one of multiple entrances to each business is able to remain open during work hours.  All reasonable efforts will be made to minimize inconveniences to businesses and to general traffic flow.

Schedule 2A:  32nd Street Waterline Replacement

  • Water line replacement on North 32nd Street from 9th Avenue North to 12th Avenue North
  • Estimated Start of Construction:  July 12th
  • Work in front of McKinley school to be completed before school starts
  • Commuter impact at Parkhill/N. 32nd/11th Ave. North intersection

Schedule 2B:  Rose Park Area Sewer Replacement

  • Sewer Replacement in alleys
    • Between Ave. C and Ave. D from 17th Street West to 21st Street West
    • Between Ave. B and Ave. C from 17th Street West to BBWA Canal (Approx. 25th St. West)
  • Estimated Start of Construction:  June 12th
  • Work primarily in alleys and local streets, except for tie-ins and crossing of major streets
  • Timing of major street crossings dependent on contractors schedule
  • Work in 17th Street West at the alley between Ave C and Ave D will require full closure of 17th for a short period
  • Other work in 17th, 19th, and 24th Streets West will maintain two way traffic

Schedule 2C:  Miles/Howard/Cook from 26th – 28th Street West Sewer Replacement

  • Sewer Replacement in alleys between 26th Street West and 28th Street West
    • Between Miles Avenue and Howard Avenue
    • Between Howard Avenue and Cook Avenue
    • Alley south of Cook Avenue
  • Estimated start of Construction:  Mid-June
  • Work primarily in alleys and local streets, except for tie-ins and crossing of major streets

Schedule 3:  6th Avenue North Water and Sewer Replacement

  • Sewer and Waterline Replacement from N. 27th Street to Grand Avenue
  • Estimated Start of Construction:  June 12th
  • Commuter impact/Traffic Control
    • Will maintain 2 lanes of traffic on 6th Avenue
    • N. 32nd and Division will have short duration closures
    • Grand Avenue will be constricted to one lane in each direction
  • May include some night work

Program History  
The City of Billings Water and Sanitary Sewer Replacement Projects were initiated in 1979 as part of an overall strategy to keep the City’s water distribution system and sanitary sewer collection system in the best possible overall condition.With only a few exceptions, the City has replaced water and sewer mains each year since 1979.

Indicators of Replacement Needs
A number of indicators are utilized to identify areas of the system needing replacement and generally include:
  • System capacity analysis
  • Water main break history
  • Sanitary sewer back-up complaints
  • Sanitary sewer root intrusion maintenance activity
  • Sanitary sewer video analysis
  • Public Works Department street improvement projects


Generally, the replacement projects scheduled in any given year are first prioritized based on coordination with plans the Engineering Division has to improve City streets. City resources are best utilized and the public best served when marginal water and sanitary sewer systems in streets scheduled for improvement are replaced along with the street improvements; this way, newer streets are not cut for utility replacement long into the foreseeable future.

Secondly, an attempt is made to concentrate water and sewer replacement projects in a limited number of geographical areas each project year.By replacing systems in only a few areas each construction season, the City does not burden it’s customers in that area with construction-related inconveniences for multiple years within a reasonable time span.Also, the City is able to obtain more competitive bid prices on the work performed if the projects are not scattered throughout the City.

The Distribution and Collection Division prioritizes portions of the system for replacement on a rolling five year schedule; this schedule must remain flexible and project priorities change frequently based on changing public needs from year to year. The amount of work actually performed each year is based on available budget.Recent annual project budgets have been on the order of about $3.5 million each for water and sanitary sewer replacement.In the last five years, the lineal footage of water and sewer replacements have been on the order of 7,500 to 12,500 feet each for water and sewer.
