City Council Resolution 06-18468
There is hereby created an Energy & Conservation Commission. The Energy & Conservation Commission shall be composed of ten (10) citizen members, each of who shall be appointed by the Mayor with the consent of the City Council and may include up to ten (10) ex-officio representatives of City departments, who shall be nominated by the City Administrator, appointed by the Mayor and approved by the City Council.
The Commission shall be a citizen’s advisory board to the City Council to review the City of Billings’ current policies and practices regarding energy consumption and conservation, and to make recommendations to the City Council and City Administrator for future action. The primary responsibility of the Commission is to consider (a) ways to conserve energy including areas where the city might reduce the amount of money it spends on energy, and (b) ways to limit the city’s energy use impact on the environment. The Commission may also recommend additional areas where city government could assist citizens in minimizing pollution and energy consumption, which could include recycling, alternate fuels, alternate transportation, alternate energy sources, building and road construction, etc. The Commission shall expire at the end of four (4) years or whenever the Commission members determine by majority vote that their work has been completed, whichever comes first.
