The Community Development Division joins community partners with resources to increase access to housing, support capacity-building for local non-profit organizations, to create a sustainable community, and to promote neighborhood revitalization.

The Division is primarily responsible for managing federal grant programs, including:

• Community Development Block Grant (CDBG)
• HOME Investment Partnerships Program (HOME)
• Corporation for National and Community Service (CNCS) - AmeriCorps VISTA

The Division specializes in several 'best practice' initiatives to support federal grant programs, including:

• Fair Housing Initiatives Program
• Welcome Home Billings - the City's ten-year plan to impact homelessness
• Billings Metro VISTA Project - an anti-poverty strategy supporting homeless initiatives

Activities assisted with Community Development programs must benefit lower income households and neighborhoods. CDBG and HOME funding is made available through an annual allocation process for housing, neighborhood projects, and public services. CNCS resources are made available through a Host Site proposal process held throughout the year.
